Important Community Updates – August 2026

West Grove Borough Council’s July 2026 General Business Meeting took place Wednesday August 5, 2026, with the following highlights:

The meeting was called to order at 7:30pm by Vice President of Council, Kristin Proto.

Public Safety Updates

Borough Council approved authorization of the Borough Manager and Borough Solicitor to negotiate the necessary Intergovernmental Cooperation Agreement, and any other legal documents necessary, for the Borough of West Grove, as a member of the Southern Chester County Regional Police Department, to consider the Borough of Oxford joining into the Intergovernmental agreement.  This is an initial step towards adding another partner community to the regional department.  If this occurs it will further diversify the cost of the operation, benefitting all municipalities involved.  Kudos to the forward-thinking individuals who put us in this position back in 2016.

National Night Out 2026 – Thank you to the Southern Chester County Regional Police Department for organizing a wonderful event for 2026!

Construction Project Updates  

Evergreen Street & Chatham Road Water Main Replacement

Excavation and installation of the new water main is in full swing.  The contract restricts the work zone and lane closures to between 9am and 3pm.  This is designed to reduce the impact on the morning and afternoon rush hours.

The construction schedule indicates they should be completed in the first 2 weeks of August.  This of course, is dependent upon what they encounter during construction.

The goal is to have the project completed before school opens back up and we appear to be on schedule for that deadline.

Prospect Avenue Sidewalk Extension

The noticed to proceed has been issued to the contractor.  The Borough is awaiting a construction schedule and will provide public notice once received.  The section to be completed is the area around West Meadow Drive.  The latest communication from the contractor has them estimating to complete the work in late August.  No clear indication of when the work will be started yet.

Spring / Summer Clean Up

Options for your lawn waste:

• Bundling sticks with some type of twine, in manageable size bundles, and placing them at the curb on Thursday’s.  They will be picked up at no cost.

• Recyclable Yard Waste Bags, purchased at the Municipal Office, filled and placed at the curb on Thursday.  These are also picked up by the Borough at no cost.  If you place bags at the curb that were purchased from a retail store, we charge $1 per bag to collect them.  Do not fill them with dirt or stones.

Chipping service is available for larger quantities of brush.  Call the office for a quote, pay, and we send out the crew with the chipper.    

Recycling Corner – Tip of the Month

Did you know that your recycling tote has information on the lid that indicates what should, and should not, be placed in the recycling stream.  The information is in both English and Spanish.

Water Meter Replacement

The Borough is continuing to replace water meters throughout the community.  The new meters being installed have increased technology that allows us to read them without having to enter a resident’s property.  The new meters also have reporting capabilities, that include historical consumption by day and by hour.  This is very effective in helping identify leaks so they can be repaired.

Upcoming Community Events

The first day of School for Avon Grove is Monday August 24, 2026.  Please be mindful of bus stops throughout the Borough and stop on red!

The Chester County Solid Waste Authority is hosting a Pedals for Progress event Saturday 9/12.  An opportunity to donate sewing machines and any bicycles the kids no longer use!

Actualizaciones sobre seguridad pública

El Concejo Municipal autorizó al administrador y al asesor legal del municipio a negociar el Acuerdo de Cooperación Intergubernamental necesario —así como cualquier otro documento legal requerido— para que West Grove, como miembro del Departamento de Policía Regional del Sur del Condado de Chester (Southern Chester County Regional Police Department), considere la incorporación del municipio de Oxford a dicho acuerdo. Este es un paso inicial para sumar otra comunidad asociada al departamento regional. De concretarse, esto diversificaría aún más los costos operativos, beneficiando a todos los municipios participantes. Un reconocimiento a las personas con visión de futuro que hicieron posible esta situación en 2016.

Actualizaciones de proyectos de construcción

Reemplazo de la tubería principal de agua en Evergreen Street y Chatham Road

Las labores de excavación e instalación de la nueva tubería principal de agua avanzan a buen ritmo. El contrato limita la zona de obras y los cierres de carriles al horario comprendido entre las 9:00 a. m. y las 3:00 p. m. Esta medida busca reducir el impacto en las horas pico de la mañana y la tarde.

El cronograma de construcción indica que los trabajos deberían finalizar durante las dos primeras semanas de agosto; esto, por supuesto, dependerá de los hallazgos que surjan durante la ejecución de la obra.

El objetivo es completar el proyecto antes del inicio de clases, y todo apunta a que se cumplirá dicho plazo.

Ampliación de aceras en Prospect Avenue

Ya se ha emitido la orden de inicio de obra al contratista. El municipio está a la espera del cronograma de construcción y notificará al público una vez que lo reciba. La sección a completar corresponde al área cercana a West Meadow Drive. Según las últimas comunicaciones del contratista, se estima que los trabajos finalizarán a finales de agosto, aunque aún no hay una fecha definida para el inicio de las obras. Opciones para los residuos de jardinería:

Atar las ramas con algún tipo de cuerda en paquetes de tamaño manejable y colocarlos en la acera los jueves. Se recogerán sin costo alguno.

Bolsas reciclables para residuos de jardín, que se pueden comprar en la oficina municipal; una vez llenas, se colocan en la acera los jueves. El municipio también las recoge sin costo. Si coloca en la acera bolsas compradas en tiendas comerciales, se cobrará $1 por bolsa para su recolección. No las llene con tierra o piedras.

Hay servicio de trituración disponible para grandes cantidades de ramas y maleza. Llame a la oficina para solicitar un presupuesto y realizar el pago; enviaremos al equipo con la máquina trituradora.

Rincón del reciclaje: Consejo del mes¿

Sabía que el contenedor de reciclaje tiene información en la tapa que indica qué se debe —y qué no se debe— depositar en él? La información aparece tanto en inglés como en español.Reemplazo de medidores de aguaEl municipio continúa reemplazando los medidores de agua en toda la comunidad. Los nuevos medidores cuentan con tecnología avanzada que nos permite leerlos sin necesidad de ingresar a la propiedad del residente. También poseen capacidades de registro de datos, incluyendo el historial de consumo diario y por hora. Esto resulta muy útil para identificar fugas y proceder a su reparación.

Próximos eventos comunitarios

El primer día de clases en Avon Grove es el lunes 24 de agosto de 2026. ¡Por favor, esté atento a las paradas de autobús en todo el municipio y deténgase ante la señal de alto (luz roja)!¡
