Important Community Updates – June 2026
West Grove Borough Council’s June 2026 General Business Meeting took place Wednesday June 3, 2026, with the following highlights:
The meeting was called to order by President of Council, David Prosser.
West Grove Borough Council held a public hearing to consider the adoption of revisions to the Borough’s Zoning, SALDO and Animal Ordinances. Included in the discussion was a Fee in Lieu of Parking, pertaining to reduction of parking spaces required for new construction. Kevin Myers, the Senior Urban Planner for the Chester County Planning Commission, presented an overview of the revisions for the hearing. Helen Esbenshade, the Borough Solicitor, mediated the hearing in the presence of the required court reporter.
Following the conclusion of the hearing, Borough Council voted unanimously in favor of adopting Ordinance 2026-02, and Resolution 2026-03.
The revisions to the Zoning, SALDO and Animal Ordinances, follow the adoption of the updated Borough Comprehensive Plan in March of 2022. Input from the community was at the core of the updated Comprehensive Plan, and the Zoning, SALDO and Animal Ordinance revisions are the conduit to achieving the community’s vision.
The Borough would like to thank Chester County for providing funding for the project through the VPP program; Kevin Myers for providing the expertise; Helen Esbenshade for the legal advice; and Kyle Bendler from BIU, for providing the Code Enforcement knowledge. We thank Kristin Proto, our Vice President of Borough Council, who was instrumental in getting this project off the ground and across the finish line.
Following the adoption of the updated regulations, Kevin Myers presented the Borough with an America 250 Chester County Flag, for the Borough to display.

2026 Construction Season – Project Updates:
Prospect Avenue Sidewalk Extension
The noticed to proceed has been issued to the contractor. The Borough is awaiting a construction schedule and will provide public notice once received. The section to be completed is the area around West Meadow Drive.
East Evergreen Street & Chatham Road Water Main Replacement
Notice to proceed was issued by the Brough This grant funded project will install 1,363 linear feet of ductile iron water main, add 3 additional fire hydrants, and install two 1” water meters at the connection points with London Grove Township.
The contract requires work hours to be 9am to 3pm when work is performed in the PennDOT right of way. This is designed to limit the impact on traffic. Regardless of that, we know this will have an impact and the Borough will use all tools available to alert the public of the impending traffic disruption.
The Borough anticipates the contractor beginning work sometime in the next two weeks, and the project lasting 4-5 weeks.
Spring Clean Up
With this long hard winter wrapping up, the spring cleanups will begin. Recyclable yard waste bags are for sale at the Borough office, $15/10 bags, cash only. Residents who place yard waste bags out purchased from a store, will be charged $1.00/bag for pick up. This is due to SECRA charging us to dispose of them. Bundled sticks can be placed at the curb for free pick up, they must be bundled with string and manageable for Public Works to load them in the truck. If you have large limbs and you would like a quote for us to bring the chipper out, give us a call at the office at 610-869-2792.
Recycling Corner – Tip of the Month
Empty motor oil bottles and Cat Litter buckets both have recyclable emblems on them, however SECCRA does not accept them as such. They should be placed in your refuse container.
Water Meter Replacement
The Borough is continuing to replace water meters throughout the community. The new meters being installed have increased technology that allows us to read them without having to enter a resident’s property. The new meters also have reporting capabilities, that include historical consumption by day and by hour. This is very effective in helping identify leaks so they can be repaired.

Avon Grove Area America 250 Parade – Saturday July 4, 2026 @ 9AM
West Grove Borough is hosting a July 4th parade to celebrate the 250th anniversary of the signing of the Declaration of Independence. If you have a tractor or classic car and would like to be involved, we will have more information to come on where and when to meet!
