BOROUGH MANAGER/TREASURER—Kutztown Borough (population 4,162), Berks County, PA seeks a skilled and experienced leader to serve as its Borough Manager/Treasurer. This position also serves as Manager/Assistant Treasurer of the Kutztown Municipal Authority (KMA).  Manager is retiring after 17 years with the Borough. Kutztown is a financially stable community that provides a comprehensive range of municipal services, including municipal electric, water, sewer, refuse, and telecommunications (internet and telephone). Manager/Treasurer serves as Chief Administrative Officer responsible for all Borough and Authority operations, reports to Borough Council President, and oversees all financial and treasury functions. Manager administers an annual budget of approximately 17.7 million with 11 department heads and 50 employees.

Candidates should preferably have (1) Bachelor’s degree in Public Administration, Finance/Accounting, or related field; (2) at least 5 years of municipal management experience, including labor relations, or equivalent experience; (3) strong background in utility operations (electric, water, sewer, telecom); (4) considerable knowledge of governmental accounting and public finance; and (5) excellent communication and negotiating skills.
